  1. 1776 The Declaration of Independence — a statement of why, not a government.
  2. 1781 The Articles of Confederation take effect. Too weak to tax or enforce.
  3. 1787 The Constitution is written in Philadelphia.
  4. 1791 The Bill of Rights — the first ten amendments — is ratified.
  5. 1803 Marbury v. Madison. The Court claims judicial review.
  6. 1863 The Emancipation Proclamation — the rebelling states only.
  7. 1865 The 13th Amendment ends slavery everywhere.
